a heterotopian moment?

Two days ago I was taking a ride in the city train.
Everybody of the public body was sitting quiet and took advantage of the resting moment.
Suddenly a bottle collector appeared and started to argue:

CIA, Mossad and the german intelligence service are all in one company.
They control all the other services of the world.
They slaughter, torture and kill people.
If you get rid of these three, you can get rid of the rest.
They control wars and opression throughout the planet.
(repeating more or less the same all the time)

Next to me, standing between the doors, was sitting a police officer, going back home. Not even he interrupted the man shouting and walking. He couldn't. Was it forbidden? Was he just tired?

The other man went on proclaiming his thoughts. And got off some stations later.
Now I ask myself: Is public transport, with its transitory porperty, also a heterotopia?
